Virginia: Planned Minimum Wage Increases

What happened?

On January 30, 2025, the Virginia House of Delegates voted to advance HB1928 (the Minimum Wage Bill). If signed by the governor, this bill would increase the minimum wage and create an adjusted state hourly wage by October 1, 2027.


Overview:

The Bill would amend and reenact § 40.1-28.10 of the Code of Virginia regarding minimum wage.

  • Minimum Wage Rates:
    • January 1, 2025 – January 1, 2026: Employers must pay more than $12.41 per hour or the federal minimum wage.
    • January 1, 2026 – January 1, 2027: Employers must pay more than $13.50 per hour or the federal minimum wage.
    • January 1, 2027 – January 1, 2028: Employers must pay more than $15.00 per hour or the federal minimum wage.
    • From January 1, 2028, onwards: Employers must pay the greater of the adjusted state hourly or federal minimum wage.
  • Annual Adjustments: Starting October 1, 2027, the Commissioner will annually adjust the state hourly minimum wage based on the United States Average Consumer Price Index for all urban consumers (CPI-U).
